Given that USB card readers don't usually need separately-installed drivers, so I'll assume that this particular reader is a CAC reader.
I have not used it much but so far it is the answer to our needs, loads and down loads sd cards very fast and helps with the problem with the Air Mac 11 that does not have a sd card reader built in. Our Air Mac 13 has a build in card reader. This is the answer for all the people out there that are using an Air Mac. Driver, Manuals, datasheets, technical specifications and libraries for smart card, pc-linked smart card reader, mobile card readers, fingerprint reader, pin pad reader and card readers with mass storage.
Saicoo has two models of CAC readers listed on their web site.
Saicoo indicates that both Oracle Java is required before launching the provided installer, and that there's a separately-acquired 'enabler' software package also required.

I do not know about the 'third-party CAC Enabler program' that Saicoo lists as being necessary. The organization that you're using this CAC reader with will probably know about this enabler requirement, too.

In general, I'd contact the vendor's technical support for assistance here, as well as the folks that support the organization you're using the CAC reader with. Saicoo does indicate lifetime technical support for their products. The support email listed at the above web pages is: [email protected]
Failing resolution with the Saicoo reader, consider returning the device to the vendor for a refund, and acquire a device with (better) support for macOS.
